Understanding the Tobacco Products Directive (TPD)

The aim of the TPD (2014/40/EU) is to secure the supply chain and eliminate the illicit trade of tobacco within the EU.

The Role of the ID Issuer

The ID Issuer is the cornerstone of the track and trace system. According to the TPD, each member state appoints a national ID Issuer responsible for:

  • Generating Unique Identifiers (UIDs): Creating the unique codes that serve as the digital identity for every unit pack and/or aggregated container.
  • Managing Identification Codes: Issuing unique codes for “Economic Operators” (EOs), “Facilities” (factories/warehouses), and “Machines” to ensure every entity in the supply chain is registered, verifiable, and traceable.

*What is a Unique Identifier (UID)? A UID is an alphanumeric code that serves as the “digital identity” for an individual unit pack or aggregated packaging. Hence, it enables the identification and tracking of the product throughout its lifecycle.

ECONOMIC OPERATOR REGISTRATION

Your obligations? Who needs to register?

According to the regulation, three categories of economic operators will require registration in the tobacco supply chain:

  • Manufacturers and importers: Responsible for ordering UIDs for unit packs and aggregated packaging
  • Wholesalers and distributors: Includes transporters who must record the movement of products
  • Retailers: Every retail facility must have a registered Facility ID
